By now most of you would have received a reply email from the Government basically stating that we have a great piece of legislation in place to look after the dogs on puppy factories and to ensure "consumer protection". The letter also states "Councils are responsible for ensuring registration and compliance with the code".
But what the letter didnt tell you was that Councils do not have to enforce the code if they don't want to. Yep, that's right its up to each Council to decide whether or not they will enforce the mandatory Code.

So for arguments sake, lets say the Code was fantastic and it stated each dog must have a bed, must be taken for a walk or couldn't be overbred, it wouldn't matter. The Code is just a piece of paper to give the impression that everything is OK.
How many times in the last 16 years has the code been enforced? None.
Yep great legislation we have, its really working isn't it. Who's looking after the animals?.
